The Downtown Development Authority for the City of Milner was formed in 2006. Authority members are required by state law to either reside in the city or be an owner/operator of a business located within the downtown development area or both.

 Downtown Development Area

The City of Milner Downtown Development Areas shall consist of that area on the east side of the Norfolk Southern Railroad bounded on the north by Skyler Road and all of the properties abutting the east and west sides of Main Street, southward to an including U.S. Highway 41/GA 7. The area on the west side of the Norfolk Southern Railroad shall be bounded on the north by the present U.S. Post Office and all of the properties abutting Greenwood and Pecan Streets southward to the southwestern right-of-way of U.S. Highway 41/GA 7.

Vision of the Milner Downtown Development Authority

Milner is a vibrant, dynamic small town with a feeling of peaceful rural living. Located in the heart of Georgia, there is convenient, uncongested access to and from major traffic thoroughfares. People of all ages prefer the healthy living environment because the city design provides pedestrian walkways, parks, green spaces, and recreation areas.

Milner’s DDA is the primary link between the business community, residents, and local government. Essential services are available because of ongoing assessment of residents’ needs and active promotion of the city to business developers. Business owners find this environment conducive to successful business development. Diverse activities of the DDA strengthen economic growth by encouraging mixed-use zoning, maintenance of an attractive downtown area, fostering communication between residents and business owners, and preserving the downtown business district as a tangible link to our community’s heritage.
